Smart Township within a Smart City

Windlass River Valley is the first step to turning Dehradun into a Smart City

The government of India has classified the Indian cities based on various factor and the most common among them is centered on population. As per 2001 Census, the Reserve Bank of India divided the Indian cities into six categories namely, Tier I, Tier II, Tier III, Tier IV, Tier V and Tier VI. This classification of Indian cities is purely on the basis of population size and there is no upgradation system related to it. The mentioned categories will not be changed in the near future and it also does not impact the growth and development of the cities.

This classification is sub-classified under population-group which divides the cities as urban, rural, semi-urban and metropolitan.

The government of India categorized the metropolitan cities as Tier I because of their population size which is 10, 00,000 or more. The Constitution (Seventy-fourth Amendment) Act, 1992 states a metropolitan area as an area having a population of ten lakh or more, comprised into one or more districts and consisting of two or more municipalities, specified by the Governor by public notification.

Due to the high population scenario, the Tier I cities were on a focal point for development and growth but Prime Minister Narendra Modi’s vision of ‘Digital India’ has set an ambitious plan to build 100 smart cities in India which diverted the focus to tier II and III cities. Based on the population, investment potential, infrastructure development, and growth capability, Dehradun is featured in PM Modi’s ‘100-City Development Plan. The smart city plan will be executed in these cities to attain considerable growth and infrastructure development in various sectors including Real Estate. With the implementation of the smart city initiative, the real estate sector will attract foreign investment from various quarters thereby boosting the economy of Tier II and III cities. This will ultimately participate in country’s GDP resulting in growth and development of Indian economy as a whole.

Dehradun, categorized under tier II cities is emerging as the most desired business destination for various sectors including real estate. The state capital has several industrial clusters which are situated in business-friendly states and are well-connected to major economic hubs and industrial destinations. The city has a developing infrastructure and offers economical real estate, labor, and service costs to support large-scale economic activities.

The state capital is facing mass migration of rural population, which is resulting in scarcity of land and other resources. To accommodate the rising population it is imperative to find new and smarter ways to manage the living situation, reduce expenses and provide healthy and improved lifestyle to the masses.

The smart city mission is focused on providing adequate water supply, assured electricity supply, sanitation including solid waste management, efficient urban mobility and public transport, affordable housing- especially for poor, robust IT connectivity and digitalization, E-governance and citizen participation, sustainable environment, safety, security, health and education of citizens.

With the implementation of Smart City Initiative the Tier II cities especially Dehradun are emerging beneficial for foreign investments and developing advantageous partners and business destination for companies based on the social, economic, physical and socio-cultural indicators, in a long run. The state capital offers better prospects from the investment point of view and other factors which include:

  • Dehradun has well-established skill-based industries and sectors like Information Technology, Hospitality, Pharmaceuticals, Healthcare, and Education etc. Many companies have started setting up their campuses in the city due to the availability of skilled labor, real estate availability and growing markets.
  • Many government plans and programs have started focusing on tier II and III cities and programs like Housing for All and Smart City Mission have deviated the pressure and emphasis from the metro cities to the cities like Dehradun.
  • The city offers better, comfortable, active and healthy lifestyle to the residents. Located in the foothills of Himalayas, the city offers spectacular views of green and clean environs.
